Los Angeles Cannabis Facility Construction

California is the largest legal cannabis market in the country, and LA is its center. TCG builds cultivation, extraction, and processing facilities with the environmental controls, security, and finishes that pass inspection and protect yield, under one design-build contract.

Building in the Largest Cannabis Market in the US

California's legal cannabis market is the biggest in the nation, and Los Angeles sits at the heart of it. Building a compliant, high-performing facility here means navigating LADBS, the LA Department of Cannabis Regulation (DCR), and the state Department of Cannabis Control at once, on top of California's strict energy and seismic codes. TCG handles that as an integrated general contractor from our Venice, CA office, with in-house architecture and MEP engineering built for grow environments.

Cannabis is one of TCG's core verticals nationally, and the reason is the overlap with our specialty trades. A grow facility lives or dies on its environment, and the insulated metal panel envelope plus precision HVAC is exactly what we self-perform on cold storage and controlled environment agriculture. We bring that discipline to cultivation rooms, dry rooms, and extraction suites.

Before you build, study the economics: our 2026 indoor cultivation buildout cost guide, how to value-engineer a cultivation facility without compromising performance, and our look at emerging cannabis markets.

How We Build It

Cultivation Environments, Extraction Hazards, and Security

Cultivation environments are the whole game. Flower rooms need tight temperature and humidity control, heavy dehumidification, light-tight construction, and cleanable, sealed surfaces. TCG builds grow rooms with IMP partitions that are washable, thermally efficient, and mold-resistant, paired with HVAC-D systems sized by our MEP engineers for the canopy and lighting load. Get the environment wrong and you get powdery mildew and crop loss.

Extraction is the hazard scope. C1D1 and C1D2 rated extraction rooms involve flammable solvents and require explosion-proof construction, gas detection, emergency ventilation, and rated separation, all engineered and inspected. This is not a scope to hand to a general contractor who has never done it. TCG designs and builds compliant extraction suites alongside processing, packaging, and the secured vault and security infrastructure that state and local rules demand.

Finishes and power. Cannabis facilities take a beating, so we self-perform chemical-resistant resinous flooring that survives nutrients, washdown, and traffic, through our long-running Cannafloors partnership. Power is the other constraint: grow lighting and HVAC loads are enormous, so electrical capacity and Title 24 compliance get designed early. We also handle equipment procurement and self-perform the roofing and PEMB structure when the facility is ground-up.

LA Cost Guide

How Much Does a Cannabis Facility Cost in Los Angeles?

In the LA metro, cultivation construction runs roughly $180 to $400/SF and processing and extraction $250 to $500/SF, depending on environmental control intensity, extraction rating, and finish level. LA's 1.15 to 1.40x cost multiplier applies on top, driven by prevailing wage, seismic, and Title 24.

The cost is concentrated in mechanical, electrical, and the controlled environment, not the shell. HVAC-D, dehumidification, power distribution, and C1D1 extraction infrastructure dominate the budget. That is also where value engineering lives, done right it protects yield instead of gutting it. See our value-engineering guide and the 2026 cultivation buildout cost guide.

Cannabis Construction in LA: FAQ

Common questions about building cannabis cultivation and processing facilities in the LA metro. See our full FAQ page for 70+ answers.

In the LA metro, cultivation runs roughly $180 to $400/SF and processing or extraction $250 to $500/SF, depending on environmental controls and extraction rating, with LA carrying a 1.15 to 1.40x cost multiplier. See our cultivation cost guide or run the estimator.

LA cannabis facilities navigate LADBS building permits, the LA Department of Cannabis Regulation (DCR), and the state Department of Cannabis Control simultaneously. TCG manages building permitting and coordinates with your cannabis licensing team as part of the integrated design-build process.

C1D1 and C1D2 rated extraction rooms handle flammable solvents and require explosion-proof construction, gas detection, emergency ventilation, and rated separation. Yes, TCG designs and builds compliant extraction suites. This is a specialized hazard scope that should not go to a contractor without extraction experience.

TCG builds grow rooms with washable, mold-resistant IMP partitions and HVAC-D systems sized by in-house MEP engineers for canopy and lighting loads, with heavy dehumidification and light-tight construction. Tight temperature and humidity control protects yield and prevents powdery mildew.

TCG self-performs chemical-resistant resinous flooring through a long-running Cannafloors partnership, engineered to survive nutrients, washdown, and heavy traffic in cultivation and processing areas. Floor selection coordinates with drainage and sanitation requirements.

Grow lighting and HVAC loads are enormous, so electrical capacity is one of the first design constraints, alongside Title 24 compliance. TCG engineers power distribution early through in-house MEP engineering so the service and switchgear match the canopy plan rather than getting reworked later.

Yes, when done by people who understand cultivation. Most cannabis cost lives in mechanical, electrical, and the controlled environment, so value engineering targets system selection and sequencing rather than cutting the environment. See our guide on value-engineering a cultivation facility.

Both. For ground-up projects TCG self-performs the PEMB structure, IMP envelope, roofing, and flooring, and provides in-house design. TCG also performs tenant improvement cannabis buildouts in existing industrial shells. Start with the estimator.
